If your mode switch is faulty, the valve may be being closed when it's not supposed to be. Disconnect the valve from the vacuum pipe entirely. This will leave the valve open and 'should' allow water to the matrix. The valve should only close on the MAX setting.

The heater water supply should flow all the time. You might have a blocked matrix supply hose or even return hose, though I've never heard of this happening to anyone. If you disconnect them at the engine end, can you blow through those pipes?
