Rear Louvre Panel

I have an area at the top of the louvre panel requiring a slight touch up as it was rubbing against the T-Panel but no longer due to adjustment. I have tried standard black touch up paint, but doesnt take to it very well.

Any tips?

That's because it's gelcoat that has flaked off you'll need to apply filler before begin able to successfully paint
