Found is in my fuse box not connected to anything don't know what it is.

No it does not work, is that the central locking gizmo?
Second question is why was it unplugged? Afraid plugging it in will go BOOOOOM!

It is the central locking module.chances are it's packed up at some point and someone has taken the top off to have a look,not to sure how to fix it and left it.
you could try checking the fuse for the module to see if it's blown,then plug the module in and lock the car and see what it does.

Lock module isn't fused as such. The power side goes via the circuit breaker, but unless it's been beefed up (from the photo, it hasn't), don't try using it as it'll get stuck and burn out the solenoids (probably already has).
